The patch with the fix is merged, I just need to find time to release new Anitya version.
The project itself is strange, the homepage doesn't respond (I'm getting timeout when I'm trying to find it). The page that is being check for new versions is returning 404....
The version filter shouldn't be looking at exact matches, but just look for the specified string in the version. See https://github.com/fedora-infra/anitya/blob/ead650c64aecd49d7a341e7249e942cd84584ff8/anitya/lib/backends/__init__.py#L261
Nothing happens, as the release-monitoring.org only builds packages that have Fedora mapping and the owner of the repository actually wants them to be build. If there is some autobuild feature...
The release-monitoring.org only watches for new releases, other services could listen to messages it emits and do what they want with them. Fedora builds are done by the same way...

If I understand this correctly it is the rate limit on Github you are seeing, not rate limit of Anitya. So returning 429 is not correct as the issue originates...
