Null ref exception when trying to get dominant faction

Editor should be able to set and edit world date, groups, polities, factions, etc

This will be a feature to add in the future (possibly dependent on a milestone vote)

Random initial population starts in a different location on loaded edited worlds

It should be "random" but dependent on the world seed. So, no matter how many times you reload the map file, the end result should be the same.
