I did a little digging and discovered the tooltip disappearing for Line is a problem in Ant charts, while it happens in g2plot for DualAxes. Filed an issue for DualAxes...

UTC flag is set during timezone initialization if passed TZ has offset 0 (e.g. "Europe/London")

Any progress on this issue?
