事象が発生するExcelは以下のバージョンです。 Microsft Excel 2016 MSO (16.0.9126.2109)32ビット 以前64ビット版のホイール操作について報告した時に少し触れましたが、32ビット版でも同様の症状があるので報告します。 標準状態の幅と高さのセルで12列20行より多い範囲を選択してピクチャ化を実施しても12列20行分の範囲でしかピクチャ化しません。
