USB device are often not a good idea. You may need a USB powered hub. Why are you using USB devices ?
The easier way is to use the existing ethernet port and set was with statics IPs.

Set it to 1400 or lower. Try also iperf on another server if you can.
Can you check result in ```dmesg``` command on VPS ?
Can you try, only for the test, to disable ```shorewall``` service ?
What is the result directly from the box with ```omr-iperf-vps``` ?
What VPS script are you using and with what parameters ?
I don't actively support old releases. You can try snapshot script version, should work with 5.4: https://github.com/Ysurac/openmptcprouter/wiki/Snapshots
It was CDN with an old cache, should be ok now. 5.4 is not supported anymore because kernel and MPTCPv0 are deprecated.
