Wow nice one, yep `winetricks mfc42` is sufficient to launch 80_PA.exe I just checked with Kron4ek staging-tkg 9-22 and `mfc42` and was able to launch 80_PA.exe and generate successful keys....
Working for me in a new Wine prefix without mfc42
