xtc.jar download was moved

Trying to run the make file, it fails at `wget http://cs.nyu.edu/rgrimm/xtc/xtc.jar`. Checking the site, the url was changed at some point to be `http://cs.nyu.edu/xtc/xtc.jar` instead.
