[Feature] Allow earlier installed alternative‘s shim link not to be overwritten

## Feature Request #### Is your feature request related to a problem? Please describe. In scoop, a newly installed or updated package will always overwrite the shim's link target path....

I think it might be possible to greatly improve security by validating the client certificate, _for ones who need that kind of security._
