@AleeeKoi No, sorry, setting default zone worked for my Cloud SQL setup in two projects.
You enable HTTPS and add a certificate on the GCP Load Balancer.
Do you remember which region you picked during setup? See #695 And to this date caching (CDN) is not enabled on the Load Balancer.
