The easiest way to implement it would be to make it require a little power, and crafted with a dislocator/telepad, so you gain nothing except aesthetics from using them?
Using EnderIO tanks with water works quite fine. Just ensure you have enough water, and then it's just input-output with whatever method you like.
The problem is probably not with the mod, considering that dozens of packs have been using it and it worked just fine.
