I don't see any reason why we couldn't have both. It also seems like you can use column and table constraints **together** as can be seen in the examples provided...
This shortcoming causes specificity issues: the attribute selector has an additional (0, 1, 0) specificity. Refer to this example: 
Someone has opened a PR (#56) for this. It'd be nice to have that merged.
__Is this PR being worked on?__ It seems to be pretty important, given that for almost 4 months now, this API has had the "Baseline Newly available" status.
