Lower sync time from folder to file by only syncing new files; accesses the files on the SD card image and compares any analogous filenames in the directory to see...

An attempt to solve the dirty page tracking problem referenced [here](https://github.com/dolphin-emu/dolphin/pull/10873). First PR in an attempt to realize rollback as an emulator level feature.
