config.ini 'plugins' setting cannot be empty

Plugins seemed like an optional config setting to me but leaving it blank made building fail.

Preferably based on CloudFlare CF-IPCountry.

If you have over 30 or so accounts on your watchlist many won't load balances on a couple of chains. For me they never showed on chain 0 and 1....
