Was there any more information in the error? Looks like some people get this error if the target project wasn't set in the Package Manager Console, e.g. see [here](https://aeronaught.wordpress.com/2013/01/02/ef5-code-first-database-migrations-update-database-error/)

Sounds like a LocalDB problem? Do you have SQL Server 2012 Express LocalDB? (Download [here](https://www.microsoft.com/en-us/download/details.aspx?id=29062))

That's a great point that "secrecy" and "integrity" are distinct and may have different requirements/solutions.
