I had the same problem too, I just used L as the Z button, however I am still figuring this out on how to fix this.
For me the best sensitivity's worked great. On the x axes is 4092, and the y axes is 32768.

Solved It I saw that the x and y axes sensitivity were making the joystick crazy, so If any of you have the same problem make the AnalogDeadzone sensitivity 4096...
Try configuring the controlls manualy, by going to the input auto config file and edit the controls there.
pip install pysdl2 and pip3 install pysdl2 worked for me
click on controller 1 on the top left and you should see 2, 3, and 4.
Maybe there should be a better cheat menu in bizhawk.
