Replace deprecated create_function

Plugin activate/deactivate behaviour unreliable

I cannot duplicate this behavior on a fresh install in a Lando/Docker LAMP local environment. Debug shows exactly which plugins are activated/deactivated. Is it possible your server is caching PHP...
