Latest launches has more objects than All

Latest Launches does not have a date cap but All does. This leads to a larger number of objects in the Latest table than in all which does not seem right. Likely best to cap Latest to more recently spotted objects than All uses.

Also need to add a cap to priorities so we don't have a flooded priorities list
