Well, Dotlan has an RSS Feed for anything with an active campaign: http://evemaps.dotlan.net/sovereignty but it doesn't filter by alliance - which is kind of important.
FYI there's a reasonably-complete [Slack+Eve integration](https://github.com/OrthoLoess/jamyl-bot) written in php if you want to take a look at how various issues were solved.
Could this be done via a celery task? If so, it would be good to get pinged from Discord if you have that but not jabber.
Discord is a bit easier, since you had to create an account for allianceauth already.
