I have a working solution in #3402

Now that I look at it, I don't feel like this API should be a part of the `checkout` feature. Where should we put it though?

I'm not sure the discussion above is about that, but is there a way to create a PUT-signed URL to let users upload objects straight to the Storage? https://cloud.google.com/storage/docs/samples/storage-generate-upload-signed-url-v4#storage_generate_upload_signed_url_v4-python
