Have you tested this after https://github.com/PaperMC/velocity/commit/2e8ef8b2cad0aae6bd9192368c0ae02c542f520e? And the locale might not have been sent in the `ServerConnectedEvent` so also look when the `PlayerSettingsChangedEvent` is triggered.

I think it would be better to use a package like 'minecraft-server-util' becorse you can instandly ping the server and have no limits from the API like cooldown.

Are the packs loaded using the velocity api or on the backend?

And which version of Minecraft are you using?

So the backends have different versions? (and have ViaVersion) If so have you tried with only one version? (aka without ViaVersion)

If you are using BungeeCord (or Waterfall) it is caused by that and not Axiom.
