1. I think we should group crates as much as possible because managing many repositories is a pain. Updating anything that the HDI depends on requires updating the HDI anyway...
Take the solution proposed by Jost and change Holo hash to not expose location to applications as a value that can be set.
I'd suggest that the library migration isn't nice to have but is actually necessary maintenance for the next task that touches this code
