As far as I remember, it doesn't offer on non-human/non-Hai Quarg worlds because the Quarg in other regions don't speak your language well enough. I don't think there's a reason...
More or less, yes. [Some versions](https://github.com/endless-sky/Endless-Sky-Delta) of ES have icons giving information about ramscoop efficiency, so that might be helpful, if ever pulled into master.
