Ringworld Debris: Quarg locations

Describe the bug
When completing "Ringworld Debris" mission, the Quarg branch has potentially overly strict limitations on the source:
attributes "human quarg" "hai quarg"
attributes "ringworld"
In other words, it can only be triggered on Lagrange and Alta Hai. During my first playthrough, I ended up on Echo instead and was confused that there was no follow-up. I believe that the Quarg dialogue should also be triggered on other Quarg worlds, perhaps like so:
government "Quarg"
not planet "Humanika"
I have done a search and it does not seem that this issue has been discussed. Apologies if I this limitation was intentional and I missed the point.
Steps to Reproduce
- Go to Echo after starting "Ringworld Debris".
- Find no way to talk to the Quarg about the debris.
Expected Behavior
Being able to discuss the debris on any of Quarg worlds.

As far as I remember, it doesn't offer on non-human/non-Hai Quarg worlds because the Quarg in other regions don't speak your language well enough. I don't think there's a reason not to offer it on Echo though.
