This should be resolved when #344 merges and available shortly in the next release.

Packages is a gated feature in preview right now, so you have to `export CURATED_PACKAGES_SUPPORT=true` for access. That should be the problem I would think since you are running 0.10.1

It is highly likely the cluster would not be created properly if the proxy configuration was not correct, but I'll add a 👍 so we can gauge interest on this.
