i found out that this happens when Desktop Multiplex is set to TRUE, when set to False it requires consent and multiple users displays on privacy bar
same also encounteref this error during agentupdate command
disable the NAT on your firewall settings, it solves my problem, just like that
you can achieve this by switching your browser to desktop view
