Most items for SCIM provisioning are configured on AAD side not Databricks side. So I'm not sure it will be supported on Databricks provider. Does this help your use case?...

@liahagan I reproduced the issue when there is only false for databricks_sql_access and workspace_access. Can you check if it works when true is set on either one on your env?

[ISSUE] Configuration of resource `databricks_entitlements` not reflected in workspace

@camilo-s I reproduced the same issue. Can you do "terraform plan" and "terraform apply" again? On my case, new plan to change entitlements was generated and it worked.
