Feature Request: Custom Quota Limits?

Are you referring to something similar to the variable `UPLOAD_USER_LIMIT` but more specific to the individual user?

Do the env variables you set correctly reflect in the read-config script? You can run it with `yarn scripts:read-config` or `npm run scripts:read-config`.
