DB Migration fails with ERROR: relation "core_artifact" does not exist at character 28

Ran into this issue today when trying to run the compose.folders.yml from scratch and confirm: ``` mkdir ../../pulp_storage/tmp chown 700:700 ../../pulp_storage/tmp/ ``` solved the issue for me.
