When stacking several graphs, different legends relative to the y-axis cause the graphs to be misaligned. Is it possible to set a fixed width for the legend?

In a line graph, I would like to be able to set a threshold and having the line color change relative to the threshold, i.e. green when Y>0, red otherwise....
