On Ubuntu-server 18.04 with amdgpu-pro 18.40 not confirm. All 13 cards amd working good!!! Mb Asrock h110 pro btc, 4 mb ram, Celeron g3930.

Try to use clean Ubuntu-server, but you must understand what you doing.
