Teemann has build such a app, he is calling his app messages, it can print text on the screen, pisplay pictures, and show personalized text messages in global chat

he has the code on github. https://github.com/teemann/pyplanet-messages this app is realy cool. and yes i want to see it in pyplanet as contrib app
