I was having the same issue as OP so I followed along and created a file (~/.box64rc) that has [steamwebhelper] BOX64_LOG=1 BOX64_TRACE_FILE=/tmp/steamwebhelper-%pid.txt BOX64_SHOWSEGV=1 BOX64_DLSYM_ERROR=1 after running, I have 3 folders...

After copying your file into ~/.box64rc, It's not creating any folders, only adding dump files (which I can't upload in case that's what you're after) to /tmp/dumps/
okay after running steam installed from pi-apps, it still creates a couple folders every time, but they're still empty, pi@pi:~ $ ls /tmp/ dumps ssh-iCeinaweqkkr steam (empty) steamIpJHfN (empty) running...
