I just solved this problem and subsequent ones with the following: `pip install --force-reinstall neo4j==1.7.2 neobolt==1.7.9 neotime==1.7.4` and change in your `config.DATABASE_URL` to "127.0.0.1" instead of "localhost" in the URL...
