You can get BIND 9 directly from ISC. - Direct download link: https://downloads.isc.org/isc/bind9/9.14.8/BIND9.14.8.x64.zip - Indirect link: https://www.isc.org/download/ From the archive, extract `dig.exe` and all `*.dll` files to `/msys64/usr/bin/`. Enjoy.
