У себя пока решил путём создания нового env через conda и заменой им того, что в дистрибутиве, там dllка идёт внутри среды корректно.

Ну и env 3ьего питона тоже обновить, cherrypy, six и вроде что-то ещё отсутствует, запамятовал уже.

Сиё удивительно, но у меня внезапно тоже перестал коннектится к трекерам, до прокси доходит и всё =( В логе "Check for changes" и висит часами, точнее днями) Пошёл реинсталлить)
