[BUG] Internal compacting/summarization process hung indefinitely

This is potentially related to #2651. If you specifically ask it to run `/compact` like `/compact we're having problems with long compact outputs, write smaller to-the-point summaries` it should help...

Build with a lot of data can cause failure to load pages

In case someone is also having the issue, a quick fix is to just `TRUNCATE vertex_build;` and reload.

Upgrade @anthropic-ai/sdk and fix Anthropic API token count handling to match current API spec
