If it's linked into the binaries they're distributing, then it *should* be made available, given the GPL2's requirements on making source(s) available.

Had this happen again recently. Resolved itself after restarting Pidgin, and was notably prompted to re-enter my Steam guard code. So you may be right and the server isn't prompting...
This is definitely still an issue, although it doesn't appear to happen with much consistency.
