Some online friends are shown as offline
What steps will reproduce the problem?
1. Connect with plugin v1.4.
2. Compare list of online friends in Pidgin with list of online friends in
Steam.
What is the expected output? What do you see instead?
I see many fewer online friends in Pidgin.
What version of the product are you using? On what operating system?
Pidgin 2.10.9 on Ubuntu Trusty.
Plugin v1.4 downloaded today.

When I send a message using the Steam mobile Android app to a friend that's
shown as offline in Pidgin but is actually online, I receive my own message in
Pidgin. I also receive their reply in Pidgin. But when I try to send a reply,
it doesn't get sent since Pidgin thinks the user is offline.
I tried disconnecting and reconnecting, but it didn't make the online friend
show up. In fact, some that were online now seem to be shown as offline. I
wonder if it's hitting some kind of limit and the list is out-of order...

I think this is a API limitation, since on
https://developer.valvesoftware.com/wiki/Steam_Web_API#Public_Data it says "If
the player's profile is private, this will always be '0' [...]", and "0" stands
for "offline".

This is definitely still an issue, although it doesn't appear to happen with much consistency.
