What do you mean by server/channel? Are you talking about Discord? If so, it seems like the sort of thing that should be a plugin, not a builtin.

Is this still needed for command parsing?

Pretty sure this isn't something that needs any changes, all fields are loaded from the plugin.yml already afaik, it's up to the dev to include it.

Not *all* of them should be required though, I agree with @TrustedMercury about which should be required and which shouldn't

For people who don't know reStructured text, consider checking out `pandoc` for transferring your preferred format (Markdown, HTML, etc) to reStructured.
