[Bug]: Cannot build under ```experiments.css = false``` with ```CssExtractRspackPlugin```

Have the same issue. When `experiments.css = false` and `rspack.CssExtractRspackPlugin` i get a hung process that overclocks my m2 processor so that I hear the sound of a fan lol....
