Pip-sync Error: When I run pip-sync requirements.txt requirements-dev.txt , I am getting the following error. And instead of installing packages it uninstalls package.

I tried `pip-sync --user requirements.txt requirements-dev.txt` and it worked. This command will install in the home directory instead of the system directory. Edit: please don't do this inside a virtual...

IOError: rnn_sample.py

I get the same error. I tried " touch new_config_file.config" before running the above command and I get an EOF error from line 30 of rrn_sample.py

ERROR: Cannot uninstall 'wincertstore'. It is a distutils installed project and thus we cannot accurately determine which files belong to it which would lead to only a partial uninstall.

Adding wincerstore to dev requirements solved this for me. I don't foresee any issues due to this addition.
