if the file exists, ensure the encoding is utf8. This fixes the error for me
I had the same error. `pip install librosa==0.9.2` fixed that for me. For remote use in the colab, I added "librosa==0.9.2" to the code of the section Parameter Line 6
ensure the given config points to a directory, not a file. also remove blanks in file+directorynames if you installed so.
please release the code.
