Changing the header button's action based on the tab selected below it seems confusing. Also the tab is remembered so accessing the full settings page would require an extra click...
I was thinking maybe it could be moved into the header bar but that will make it even more confusing if there isn't a proper label.

Changing the setting dynamically doesn't seem to effect the block palette.
#7783 has been merged.
I'm not sure if `editor-theme3` is the best place for this, but `custom-block-shape` isn't that much better.
Customizable block shape already has options to change the font size and use bold text. Does it make sense to override that here?
@mybearworld deleting your fork caused all your PRs to be closed. Was that intentional?
