Either way the tooltip gets removed when resizing between layouts.

I removed the EditorConfig and SVGO extensions so now it's just Prettier and ESLint but I couldn't seem to get ESLint to work out of the box for some reason.
Waiting for #7134 to fix ESLint.
In vanilla Scratch it looks like, so there isn't also a `dark-www` bug: 
The customizable block colours addon already has an option to change the colour of comments, but not individually.
This will be fixed by https://github.com/ScratchAddons/ScratchAddons/pull/6607.
