Need to update base model name

The path `decapoda-research/llama-7b-hf` no longer exists on HuggingFace. See [this issue](https://github.com/tloen/alpaca-lora/issues/598) Need `base_model_name` to be updated to `baffo32/decapoda-research-llama-7B-hf`.
