I am still not able to replicate at all - which version of windows are you using, are you using any other apps to customize windows?
Is this to rectify accidental movement? Why would they change during a session unless you deliberately made a change - you can just lock them in place?
Interesting - if the Portal cannot locate its folder it should turn red and show an error:  I wonder what the difference is, am I understanding your issue correctly?
