Cores like ScummVM or Mr.Boom can be run without content. Once a Core is successfully loaded, cores that support no-content should be able to use "Start Core".

Parts of Love use [PhysFS](https://icculus.org/physfs/) to handle loading files from different places. We could likely bring this in to make loading files across a few places a lot easier.
Without having to initialize a font, Love will load [Verra.ttf](https://github.com/RobLoach/love/blob/master/extra/resources/Vera.ttf). We should do something similar.
