Maybe we can start off by adding a new label like `S-fixed` (or some other better wording)(which people can add using rustbot). Then team members can check up on issues...

Hence, we should not close stale issues but only fixed, off-topic or duplicate issues (presumably manually, as a stale bot is a no no)?
