GPU acceleration on Colab Notebooks

Try configuring your enviornment via running: ``` !pip uninstall tensorflow !pip install tensorflow-gpu==2.1.0 !pip install isr --no-deps !pip install 'h5py==2.10.0' --force-reinstall ```

VOC2007's downloading link doesn't work, which need authority or request. But I can't submit a request.
