my another conflusion is: what's the benefit of pre-apply exactly. "avoid journaling operations which do not result in state modification" (comment of RaftJounalSystem)，which is difficult to understand

any subsequent discusssion or plan for this issue? btw, I noticed that doris also use the pre-apply, it's eventual consistency as they claims (https://doris.apache.org/zh-CN/community/design/metadata-design/)
